• Ministers and Elders elected by Presbyteries to be Commissioners

• Young Adult representatives who are members of the Church or of a co-operative venture who have been appointed by their Presbytery, Te Aka Puaho or the Council of Asian Congregations

• Assembly Office Bearers - Moderator. AES and others with voting rights Observers are Ministers or Elders who are not commissioned. They may attend General Assembly to observe but have no speaking or voting rights Associates are persons other than Commissioners that are required by the Council of Assembly to be present for specific purposes and to assist in the conduct of its business, but have no voting rights.
